Subject: FOI re. OIE reporting of ISA in Scottish Salmon
To: Defra Information Rights Team <[email protected]>
Could the UK Government please provide further information on notifications of Infectious Salmon Anaemia (ISA) in Scottish salmon as reported to the World Organization for Animal Health (OIE) by the Scottish Government and/or DEFRA?
Could you please provide specific details on the reporting mechanisms of ISA in Scottish salmon including how, when and to whom the cases in 2021 and any in 2022 were reported to the OIE?
Could you please therefore provide specific details on how the ISA positive cases since 1 January 2021 – the Loch Spelve ISA positive at Scottish Sea Farms in May and the ISA positive at Landcatch’s Ormsary Hatchery in November as well as any other cases - were reported to the OIE?
Please include emails, letters, briefings and correspondence with Scottish Sea Farms, Landcatch/Hendrix and any other parties in relation to the reporting of ISA in Scottish salmon.
Presumably there are emails with Scottish Sea Farms and Landcatch and perhaps Salmon Scotland (formerly the Scottish Salmon Producers Organisation) discussing the ISA positives in Scottish salmon. Please include that correspondence and any other information relating to the reporting of ISA in Scottish salmon since 1 January 2021.
Finally, in terms of the farmed salmon and wild fish tested for ISA in 2020 (5 samples of farmed fish and 2 samples of wild fish were reported as collected in the second semester of 2020) and 2021 (4 samples of farmed fish were reported as collected in the first semester of 2021) could you please provide further information.
Please include any test results, photos, locational details, species information and other details relating to the sampling of farmed fish and wild fish for ISA in 2020, 2021 and thus far in 2022.
Please consider this a formal request for information under the relevant FOI and Environmental Information regulations.
Please provide the information electronically.
Please provide a receipt for this FOI request.
More context to this FOI request is detailed in a letter online via DEFRA letter on OIE ISA reporting 13 February 2022
The letter and FOI request is also attached as a PDF.
Thanks,

Dear Don Staniford,
Thank you for your interest in the OIE and its information system OIE-WAHIS.
The OIE collects official data for OIE-listed diseases and emerging diseases through two main channels :
- Six-monthly reports: for each of the 117 OIE-listed diseases, OIE Members are requested to send every six-month information on disease situation (present/absent/no information collected), preventive and control measures implemented and in case of disease presence, aggregated data on number of outbreaks, cases, deaths, etc. This information is for all diseases, and covers animal health stable situations as well as evolving situations. Please note that we usually receive this report from more than 190 Members of non-members of the OIE. However, these reports are submitted with some delay, and the process of internal review and validation also takes time.
- Immediate notifications and follow-up reports : these reports are requested from Members only in situation of exceptional events (such as first occurrence of the disease, recurrence, new strain). Only a limited number of Members and non-Member experience and report these exceptional events throughout the year.
The page “disease situation” (https://wahis.oie.int/#/dashboards/country-or-disease-dashboard) provides information on the presence/absence of diseases based on these two sources.
The page “quantitative data” (https://wahis.oie.int/#/dashboards/qd-dashboard) provides information on the number of outbreaks and cases based on these two sources.
The page “Surveillance and control measures” (https://wahis.oie.int/#/dashboards/control-measure-dashboard) provides information on the surveillance and control measures implemented in countries, based on six-monthly reports.
We hope that this information will be useful to you,
Best regards
